Introducing The TYPE Plan
Situation
At 0400 4/05/15, The President tasked the authors of this document to develop a plan to combat the rising threat of the Z1 virus and the growing plague if victims of the Z1 Virus, who we are now declaring as suffering from Z1, or Z1 Effected Disease Symptomatic Positive or ZEDS+.
With unconfirmed reports of panic, looting and even national Guard andlaw enforcement engaging groups of those infected, there is an urgent need to try ad gin some order from the chaos.
As of 0400 all 50 states and US territories have declared a State of Emergency and have requested Federal Assistance.
The Federal Air Administration as grounded all flights for the first time since September 11th, 2001.
The Z1 virus as been reported in all States and territories and it is estimated that 100% exposure to the disease will have been achieved within 26 days.
At the time of writing, a National Emergency has been declared, All ports have been ordered closed to commerce and movement across state borders has been restricted in order to stem the spread of the disease.
The situation is now Critical and a comprehensive plan is required to co-ordinate a nationwide effort to combat the Spread of the virus as well as control the ZEDS+ population.
There is no other nationwide plan in effect at this time, and every second we delay in implementing such a plan, we loose another American to the Z1 virus or a ZEDS+.
It is now imperative that we slow the spread of the disease as quickly an efficiently as our resources allow. There is no Federal budget, no local, state, or Federal policy or procedure for handling a disease that causes human beings to ttack, kill and eat eachother.
However, an hypothetical study was presented to a class in the US Army Logistics University in 1997. From that plan and with assistance a possible solution may be forthcoming. There is no other chance; there is no area of debate, any litmus test, any War Game or previous experience to draw from.

Purpose.
The Purpose of the TYPE Plan is to limit the amount of infected that the survivors, responders and Military will face in the times following the Z1 Outbreak.
In order to do so, the Plan provides series of Phases that will see the progressive isolation and quarantine of survivors and the establishment of communities that will be necessary in the virus’ containment. The Plan’s overall intent is to ensure that the more people we save the fewer ZEDS we will have to defend against and eventually eliminate.
However, there is only one aim for this plan to succeed and that is to see as many people survive as possible. Although this is a concept borrowed from Max Brooks, there is no clearer objective in the initial phase of this palm. This is however, not a survival plan for the individual; it is the plan to contain, control and conquer the Z1 virus. In order to achieve the survival of as many people as possible, we do need to tilt the table in our favor with the proper use and deployment of personnel.
The TYPE Plan serves this purpose.
Overview
Using base guides of manuals issued by the Federal Emergency Management Agency (FEMA). The Department of Homeland Security (DHS), The Centers for Disease Control (CDC), United States Army Medical Research Institute of Infectious Diseases (USAMRIID), The American Red Cross and Logistical Expertise from the Army Logistics University, Fort Lee, Virginia.
With infectious disease, there are four traditional Biosafety threat levels, with four being the highest. If we were dealing with a single outbreak solely as a disease, we would consider the current outbreak a Level 4 maximum Security Threat. However, as there are two threats. The onknown Disease we are currently concerned with as a disease, and the threat of those who are walking with the disease victims moving in a Zombie-like state. We are therefore dealing with a new disease for which there is no plan or protocol for containment. We will be classifying this Outbreak as a Level “Z” event: Z Level Event One, “Z1” is the current crisis we face.
The Operations to control the spread, Preserve life, Organize and reclaim ground and continued control will be numbered Z1 Operations Zero thru Z1 Operations Five. Z1O5 must be achieved for final success to be achieved. As a note of warning, Z1O5 cannot be achieved until wither patient Zero is located, a feat which is improbable a best, or a person who has contracted the disease and recovered. Such patients would be considered ZEDS- (Negative).
Operation Dionysus
At this time, there is no ZEDS- patient been reported. Such a patient should be considered priority one for evacuation. Any such patient will be designated codename “Rhea” and all resources diverted to Operation Dionysus, the evacuation and security of the recovered patient.

Isolation and Quarantine:
It is at this point we must concern ourselves with only those the combined effort of the Federal and State Governments can save. Cities already have infrastructure enough to establish their own smaller version of this plan, the TYPE Plan is concerned with what can be done at a national Level.
